I'd say it's the worst of the state motto's I've seen after looking at all of them. "Agriculture and Commerce" is their motto, did they accidentally name their motto after one of the state departments?
Texas probably has the gayest as it's just "friendship", when they could have done so much better.

While on the topic, I'd like to show the coolest state motto's I saw:
Massachussets - Ense petit placidam sub libertate quietem/By the sword we seek peace, but peace only under liberty (also never knew massachussets was a commonwealth)
Mississippi - Virtute et armis/By valor and arms
New Hampshire - Live Free or Die
Alabama - Audemus jura nostra defendere/We Dare Defend Our Rights
