It only snows about once every 2 years here if you're lucky, it would really be a waste of a winter if it doesn't snow at all.

Also I should probably ask this here, I notice in a lot of movies that are set in the northern U.S that snowball fights are not an act of fun but are done by bullies and it's not a nice thing.
I guess this is because snow happens for such a long time there that it isn't really fun if you live around it for so long, and so it just becomes more of a actual fight thing. However in places
where it rarely ever snows it's like a privilege to have snowball fights since you won't get another chance to do one in several years most likely.
